Steering committee conference on poverty reduction policies and programme project
16/03/2017On November 22th, 2016, in Hanoi, Ministry of Labour – Invalids and Social Affairs in collaboration with United Nations Development Programme (UNDP) and Irish Aid held the Steering committee conference on poverty reduction policies and programme project (PRPP). This project is joint implemented by MOLISA and 9 agencies: Committee of Ethnic Affairs, 8 provinces: Cao Bang, Ha Giang, Dien Bien, Bac Can, Thanh Hoa, Quang Ngai, Kon Tum, Tra Vinh.
Attending the event were the Minister of MOLISA Dao Ngoc Dung; the Minister, Chairman of committee of Ethnic Affairs Do Van Chien; Deputy Minister of MOLISA Nguyen Trong Dam; Mrs. Louise Chamberlain – Country Director of UNDP Vietnam; Mrs. Nuala O’Brien – Deputy Head of Development, Ireland’s Embassy to Vietnam and the experts in the field of poverty reduction, representatives from the provinces participated in the project and some people benefited by the project.
PRPP aims to accelerate poverty reduction in ethnic minority areas, highland and coastal areas having the highest poverty rates. The project is carried out under the close coordination, combination with UN agencies and other development partners under a UN initiative and the Board of Partners between Vietnam Government and the development partners "support the implementation of Resolution 80 and the National target Program on sustainable poverty Reduction".
To achieve these goals, for four years, in Central level, PRPP has undertaken technical support group for more than 10 agencies, including: the Committee on Social Affairs of the National Assembly, the Committee for Ethnic Affairs and the Ministry of Planning and Investment, Ministry of Finance, Ministry of Education and Training, Ministry of Health, Ministry of Justice, Ministry of Construction, the General Statistics Office in the process of reviewing, mainstreaming and integrating poverty reduction policies; design and implement effective national target program for sustainable Poverty Reduction in the 2012-2015 period; building and implementation the program of multidimensional poverty measure.
At 8 provinces of the project, PRPP focused on the implementation of support National Target Programme for Sustainable Poverty Reduction 2012-2015 through supporting capacity building for staff of provincial and district levels , communes and villages; advocacy to raise awareness for the people - especially the poor; testing and scaling up innovative models, package models for poverty alleviation, promoting the role of community and self-reliance of the people in implementing poverty reduction activities in the National Target Programme on Sustainable Poverty Reduction as well as economic development activities at local society, to synthesize best practices, experiences institutionalization, scaling applied in the province and the country as well as special offers reality proved central in the review and evaluation, policy integration and building, the effective implementation of the National target program sustainable poverty reduction.
Deployed from September 2012 to December 2012, the project has achieved the following results: The poverty reduction policies under the responsibility of ministries and agencies is streamlined and integrated design planning and policy framework of the regular ministries; National Target Programme on sustainable Poverty Reduction in the period 2012-2015 has been designed and effective implemented, contributing to sustainable poverty reduction in districts, communes and villages of the poorest and minority groups through the application of innovative approaches; System monitoring and analysis of multidimensional poverty, vulnerable and under high-level policy discussions on poverty and vulnerability contribute to improved development objectives towards cover trend, reduce inequalities.
Besides these achievements, the project has brought innovation in activities such as research process and building documents to maximize the participation of stakeholders; The policy documents were issued in the maximum integration in the context of the current mechanism in Vietnam; The documents issued in relation to poverty reduction in the years 2014-2016, including the documents directly related to the National Target Program on Sustainable Poverty Reduction and integrated policies, integration of ministries and agencies are directed to promote the important principles of poverty reduction; For the first time in poverty reduction, financial assistance heck package for community and institutionalized into strategies and poverty reduction policies at the national level; For the first time in poverty reduction, society and community have been allocated the medium-term budgeting and medium-term planning of poverty reduction; For the first time in poverty reduction, the approach anthropological principles of sustainable development, promote local knowledge, ensuring the relevance of poverty reduction activities with local conditions, customs and practices with the people, communities, ethnic minorities, cultural sensitivity is introduced, guidance and integration of policies and poverty reduction strategies at the national level; Gender / women's development has been integrated in specific and clearly stated strategy for poverty reduction and sustainable development for ethnic minority communities; the first time the definition of "multidimensional poverty" was introduced, complete methodology and institutionalized into the official poverty measurement, as a basis for strategic directions and specific policy interventions at national level with unification of both Parliament and the Government.
In the conclusion of the conference, the Minister Dao Ngoc Dung highly appreciated the achievements of the project, but he also clearly said that in the 64 poorest districts on the whole country, there are still more than 50% of poor households, with over 70% in some districts. There are places where people are very poor, poverty is always lurking beside them... According to a survey of poor households, 86% of multidimensional poor households are poor income. Therefore the fight against poverty has been increasingly more difficult. The gap between the income of the mountainous area and the plains is increasingly longer. Poverty core remains ethnic people at mountainous and remote areas. Therefore, in the 2 national programs which the Government is implementing, both of them revolved the rural areas, ethnic people at the mountainous areas. "These achievements and experiences from the project is initially, it is important to replicate these results, expand the result to make the real success" - the Minister stressed.
On this occasion, the Minister also suggested that UNDP, the Embassy of Ireland would continue support and implement the research phase 2 to expand the project in the direction of: Redesigning poverty reduction policy towards integrating, support lending with conditional policy. The evaluation of multidimensional poverty faces much confusion in practice. The Minister directed that "in the forthcoming, it is necessary to enhance the capacity of the poor. In particular, it should be focus on creating models of poverty reduction for ethnic study, implement. Therefore, the replication of model poverty reduction and the communication are very important items that the coming time the project PRPP should be considered as the core to develop a comprehensive programs on poverty reduction.
