Orientation workshop on the development assessment plan for 5 years implementation law on the elderly
03/07/2014On the morning of June 30, 2014, in Hanoi, the Ministry of Labour - Invalids and Social Affairs (MOLISA) in collaboration with United Nations Population Fund in Vietnam (UNFPA) organized an Orientation workshop on the development assessment plan for 5 years implementation law on the elderly. Attending the workshop were Mr. Dam Huu Dac, Deputy Chairman of the Central Committee of Vietnam elderly; Mr. Nguyen Van Hoi, Director General of the Department of Social Protection (MOLISA); Mr. Arthur Erken, UNFPA Representative in Vietnam; representatives of the ministries, the departments, the DOLISAs of provinces/cities and the International Organizations concerned, Deputy Minister of MOLISA Nguyen Trong Dam has attended and chaired the workshop.
In his opening speech, Deputy Minister Nguyen Trong Dam said 2014 was the fifth year of implementation the Law on the Elderly. This is an appropriate time to recognize and re-evaluate the rule of law, the document guidelines for the implementation of the Law on the Elderly. Through evaluation of the National Committee on the elderly and the Central Vietnam Association of the Elderly, Elderly people's lives have been improved, the Elderly's role in the community is also enhanced. But there are some shortcomings and limitations in the implementation of the Law on the Elderly. Therefore, the purpose of workshop orientation is to build complete assessment of the legal framework, policies and mobilize resources for the Elderly.
According to Deputy Minister Nguyen Trong Dam, the immediate task is to concentrate on reviewing and evaluating the results of the implementation of the Law on the Elderly in the past 05 years, thus creating the foundation for the transition period of 2016-2020 to implement the Elderly Law.
After 5 years of implementation, many provisions of the Law have actually come into the life. The Government issued the Decree No. 06/2011/ND-CP dated 14/01/2011 and the Decision 1781/QD-TTg dated 23/11/2012 approving the National Action Program on Aging Vietnam in the period 2012-2020. The ministries and the involved branches issued 07 circulars detailing and guiding the implementation of policies on social protection, health care, and discount tickets for traffic participants, the activities of culture, sport, tourism and the congratulation for the Elderly longevity. Up to now, there are more than 1.5 million elderly people are entitled to social protection policy monthly, a high proportion of the subjects currently receiving benefit s (77%). The allowance is increased to compensate for the shortfall in order to ensure minimum needs. Hundreds of thousands of poor elderly people were assisted to end living in the temporary houses, housing renovation, organized longevity congratulation for over 1 million elderly people, visiting and encouraging over 900 thousand the Elderly when illness, in consultation with the eye disease for more than 2 million elderly people, of which more than 200 thousand people got vitreous free surgery totaling nearly 400 billion...
Along with caring the physical life and health, the locals also concerns to develop the cultural and spiritual activities for the Elderly. To date there are 58,099 elderly clubs, attracting the participation of 2.6 million elderly people to improve their health, and contribute the conservation and preservation of traditional cultural identity of the nation.
Besides these achievements, it remains the need to overcome difficulties. To solve these problems, many solutions and proposals have been made by the participants in the workshop. The first is need to innovation the mode of communication towards simple, easy to understand, consistent with the elderly, especially the elderly people in the ethnic minority areas and the remote areas; Next, to develop a roadmap to implement the Law, ensuring the necessary and sufficient conditions for implementation of the Law in the real life to allocate resources to ensure the minimum monthly social allowance and longevity congratulation. There are mechanisms for monitoring the implementation of laws and guidance documents; Training, strengthening the medical team, doctors with the specialized geriatric, raising the levels of social assistance. Especially the communication to change the concept that the Elderly is burden only, the contempt on the elderly's contributions and their role in the families and community.
